Pursuant to articles 12 and 15 of the MAR (market abuse regulation) the manipulation of financial instruments is prohibited. The prohibited manipulation is, inter alia, disseminating, via the media, including the Internet, or by other means, information that is misleading or may be misleading, including spreading rumors, where the person disseminating the information knew or should have known that the information was false or misleading in error. Breaking the ban on manipulation is subject to criminal liability.

It is also forbidden to post on the Forum proposals for specific investment decisions with regard to a financial instrument, which may constitute a recommendation within the meaning of the provisions of the MAR Regulation. The preparation and dissemination of recommendations without complying with the legal requirements is subject to administrative liability.
