A retired CIA agent is recruited to participate in a prisoner exchange with the Russians.
Rogue CIA agent Sam Boyd is called back by "the Company" to do some work. Namely a hostage trade of jailed Soviet spy Pyiotr Grushenko for an American agent the Soviets had taken. In the newly united Germany the trade goes bad and Grushenko and Boyd find themselves on the run from both the KGB and the CIA as they unravel an International espionage plot set at the end of the Soviet era. American and Soviet find themselves in an uneasy partnership as they hop around Europe trying to stay alive. Notes: Baryshnikov hated this movie he refused to even do publicity for it.
This film is a cold-war type thriller with the United States and the Russians trading spies (or former spies: the story is a little confusing.)

The "trade" goes wrong when Gene Hackman thinks the man he's trading for (Baryshinikov) is the wrong guy. The inference from that centers around a corrupt U.S. government sanctioning whatever is taking place. The corrupt government theme is getting more than a little tiresome but Hackman and this good no-name cast makes this still an interesting story, even if that theme has been way overplayed. Odd how American filmmakers, who make millions of dollars in this country, always make the American government look like villains. It's pathetic.

This movie would have been so much better had things been a little easier to follow. So, the Soviets have captured a spy-plane pilot, so let's exchange one of the many Soviet spies we have caught. But... the Soviets demand an extra two million bucks? Simple, just do it, it's worth it.

Sam Boyd (Hackman) is brought out of retirement to arrange and escort the transfer. It would be too easy to just get the two cars to pull up in a supermarket car park, the guys get out and swap places, the cars drive away. So an elaborate process is gone through using the Berlin underground. The trains stop, the guys walk towards each other along the track, but then... Sam calls the swap off, and bullets fly.

Now Sam and his spy, Pyotr (Baryshnikov) are hunted by both the CIA and the KGB. All across Europe they go and then Paris where Pyotr's "girl" (real cute too), conveniently works at a bank and it is dead easy to transfer the money to a Swiss bank account even though the notes are numbered.

We know what will happen, but the way the movie progresses is fun to watch, except for the shoot-outs. Do the CIA and KGB never teach their guys to shoot accurately? It seems not. But if they did, a lot of movies would be a lot shorter. Maybe scope for a new movie "Gunfight at the top of the Eiffel Tower"?

A good-enough story, good characters, good acting, not much in the way of special scenes, some great lines but spoiled by the shooting, so I subtract a rating or two, to an 8.
