Ho was serving time for killing the enemy gang boss at the end of "A Better Tomorrow" when he found out that his younger police brother, Kit, has gone undercover as Billie in order to infiltrate shipbuilding business head by Lung. Ho decided to join the investigation by going undercover as well. Police suspect counterfeit dollars are produced in the business. Kit's wife is pregnant and birth is expected very soon, but Kit has to put that aside in order to seduce Lung's daughter Peggy. However, a hitman killed a rival gang leader while Lung was holding a gun, forcing Ho to smuggle Lung out of Hong Kong and hide in New York. Meanwhile, in New York, Ken, twin brother of Mark (from "A Better Tomorrow"), is operating a Chinese restaurant and dealing with local Mafia intend to setup racketeering operations. The real culprit in Hong Kong actually was Lung's right-hand-man Ko who bought the hitman off to frame his own boss, so Ko can take over the business. Ko tipped off the New York Mafia. The mafia then did a hit on the church, killing the priest and many church members, and an innocent girl died in Lung's arms. Lung was driven insane when he realized his daughter is dead, and he was committed to a psychiatric hospital. Ken happened by the hospital and rescued Lung. Ken's restaurant was blown up by the Mafia, and another attempt on Lung's life failed when Ken turned out to be just as good as Mark in gun battles. When Ken was wounded in the gun battle/chase, Lung snapped out of his insanity and was able to help Mark take care of the enemies. Lung and Ken then returned to Hong Kong and linked up with Ho and Kit to plot revenge on Ko. Their first attempt to expose Ko went awry when they hit the wrong target. Kit was able to find the right target: Ko's mansion, but was mortally wounded by the hitman, just as his wife gave birth to a baby girl. Ho, Ken, and Lung vowed revenge. They will deal with traitorous Ko and his army of mercenaries, including the hitman... or die trying...

I am a fan of John Woo movies, especially The Killer, but this movie just did not do it for me.

Although it is no fault of the movie maker, the subtitles on the DVD were poorly translated, but the biggest problem was that it seemed as if the director and actors were just going through the paces. All of the shots seemed very trite and many seemed cut-off. It was so bad that I almost wonder if I got some kind of junky version of the movie, especially since it has gotten so many good reviews. (For the record, it got it from a reputable vendor.)

I do not know if this is a result of the movie's poor editing, but the story seemed very shallow as well, especially for a Woo flick. The passion that Woo's characters usually have was completely missing in this movie, but as I said before, I think the problem was poor editing. What really topped it off, though, was the whole twin-brother bit. That is such a cheap shot, but I should have expected it since I was wondering how Yun-Fat Chow would have a role in the sequel. Greatly failed to meet my expectations, especially after seeing John Woo as Director and Yun-Fat Chow are in it. Effects are mismatched between scenes. Perhaps it's a cultural thing but scenes just 'happened' so I found myself spending time trying to figure out the story line. For example, two of the major stars are standing in an open field outside a major city discussing the turns of life, then suddenly they are surrounded by older teenagers that work in the same restaurant and their vans are parked nearby. Such choppy scene changes occurred too many times in the movie. The only memorable thing was Yun-Fat Chow's acting, but even that could not save this film. The ending shootout was like shooting ducks in a barrel. The unexplained ending could not help this film. My surprise is that director John Woo also directed such film as Broken Arrow (1996), Face/Off (1997), and Mission: Impossible 2 (2000), all fairly decent films. Perhaps the director had no control over editing. Regardless, the film is poor.
