英擬叫停疫苗護照計畫 因缺乏法理依據

英國傳媒報道，由於沒有法理依據強制要求在英國國內使用新冠肺炎疫苗護照，英國政府擬放棄將疫苗護照列為參與大型活動法律要求的計畫。

據《每日電訊報》報道，負責檢視疫苗護照計畫的官員認為，不可能修法以強制要求在英國國內使用疫苗護照。一名政府消息人士表示，「這項計畫無法取得適當的平衡，它告吹了。每個人都說它胎死腹中了」。

一名政府發言人則透過電郵聲明對路透社表示，疫苗證明審查仍在進行中，尚未就此作出任何決定。

至於下一步能否如期在6月21日放寬社交距離措施讓公眾入場收看球賽及演唱會等，則要視乎首相約翰遜在研究相關數據後再作決定。

英國最初於今年2月表示對疫苗護照計畫感興趣，並研究能否在當地使用，作為約翰遜的英國重啟計畫一部分。而約翰遜亦曾指相關疫苗護照將包括疫苗接種紀錄、陰性檢測證明及感染後是否擁有抗體。。

雖然疫苗接種紀錄已被國際接納用於旅遊，但在英國當地使用就備受爭議。有評論認為，措施要求民眾出示醫療紀錄證明方可出席社交活動會引起道德問題，亦有聲音擔心會造成間接歧視和社會分化，而且英國政界對於境內疫苗護照的前景並不看好。

英國目前有約870名新冠患者仍然留院，較一月時近4萬人的高峰大幅回落。國民保健署行政總裁霍普森表示，現時住院患者中，只有極少數已經接種兩劑疫苗，反映疫苗有效用
